Thank you @rockviper - it is a German lather bowl.

You can stick your soap into one part, and the second part is a water reservoir. It has a hole for your finger to slide in and hold it and the vessel is hollow and you can fill it up with hot water, similar to a scuttle.

I have seen others around (mostly on German sites) and I believe there is a vintage one from Old Spice, which pops up from time to time.
