My wife still uses cartridge razors as her main razor. Hers have a wire guard over the blades. Do you know of any cheaper razors with the wire guards?

Both the Schick Silk Effects Plus and Protector are actually the same wire guide covered blade. They are interchanagable, and sometimes one can be found more cheaply than the other both on ebay and the wider net.
While they don't have a wire, the Bump Fighter razors have guards over the blade that are pretty unique. The BF's are basically Trac II's and you can easily find replacement blades without the guards for wicked cheap or buy the proprietary ones usually less than a dollar each. Here you can sorta see what the blades look like on the front of the package. I have the razor and actually like it quite a bit.
