What’s this odd unique razor set?

I’m asking about this razor set for a friend… it was their grandfathers and I’ve never quite seen anything like this in my 10 years of safety razor collecting . I’m going to hold off on most of my input but I’ll just say that it doesn’t look incredibly old to me and it appears to be a gift set of some sort. Don’t need value just curious if anyone seems to know anything about this set.
It’s very unique for sure. Its design doesn’t really appear to be for great functionality and daily shaving but more of a “wow” factor.

Any ideas? Any knowledge? Because I have no clue.

Google search makes any man a wizard! The trick seems to be framing the right question..

The company has been in business since 1987 I believe. Unsure if it produces seriously high end products. Its possible, given the address.

The set is probably very early 90's, just a guess.
