I seem to remember seeing a picture of a similar design on Ogallala's site. In the photo, it was a shaving mug with the additional loop used to hold the brush.

I'm pretty sure that you've happened upon an ancient rune from NE denmark. This character known as "Djrael" was the equivalent to today's "Boogie Man" and served the purpose of making it hard for children to fall asleep at night.
