I bought a razor off Ebay last night and Paypal has the payment listed as unclaimed. I have tried to contact the seller, she is a new Ebayer, but as of yet has not responded. What should I do?

Never had it happen. Every payment I have ever made was instant.
I get that now and again. The seller was sent an email by Paypal to claim the payment. Its just a waiting game. If they havent claimed the payment then they are not available to ship your purchase either is my thinking. You can send an email to the same address you got a paypal confirmation of and make sure it is valid as well though.

The money has been claimed after some emails back and forth. I'm glad it worked as the razor is a nice one.

Did it require an exchange? I ask because I have bad stuff paid to me from Europe and it required me to accept the funds as it was paid in euros

No Doc. It was a new seller, I was the first buyer, and it seemed she linked the wrong PP address to the eBay account.

Strange; we can select to pay in dollars (so we have the exchange fees and currency conversion) ... I would not accept payment in a foreign valuta with Paypal. When I sell something to a non-Eurozone buyer, I also request payment in Euros.
OTOH, what I have done in the past as well, is accepting the foreign valuta, and leaving it in my Paypal account, because I knew I had to pay an amount in the same valuta myself. That saves both parties conversion costs.
So ... shaved with it yet??

Yes Sir, it took a great edge. It's on loan to my daughters boy friend right now. He wanted to give straight shaving a go so it's out on loan.
