I think its a brush for an old 2 brush floor scrubber. I remember my grandparents having one in the 70's.

I'm thinking you could take a whole block of Cella, smash it into a cake pan and go to town with that thing!
I guess you could get a dog bowl and press in a brick of Cella to lather with
