Didn't know that safety razors could be in a state of 'not shave ready'. I guess it needs to honed and/or stropped.

I could be wrong but not shave ready for a safety razor means it has not been disinfected. You don't hone or strop a safety razor.
Shave ready: (ebay) Still loaded with a rusty, ancient blade from the previous owner.
