Question about cologne vials...

I am a newbie to colognes and recently aquired some samples of colognes in vials. The plastic top has a small, thin tube-like piece of plastic that goes down into the cologne. What is its purpose. Is it used to apply the cologne?
 
But does anyone every use them for that purpose? The answer is probably, a little bit.

If the vial contained a true perfume, it would probably be worthwhile as perfumes are so concentrated!
 
I just apply .5 ml on one arm and .5 ml on the other to give the scent as much chance to have longevity so I can make up my mind especially for EdT strength.
 
I just put my wrist to the vial, invert it quickly and then rub the drop of cologne wherever I want it to go. Three of these usually does it for me. You don't want to smell like a french cathouse. Half a vial is wayyyyy too much.
