Odd little Brush

Have never seen such a thing, little over 1 in. tall, 1/2 in. dia.
next to a standard size hoffritz.Sorry for the bad pic, perhaps a Gillette advertizing item?

Brush is from/or for a Gillette Travel set from early 1900's
