Is there anyone who makes a nylon card case wallet that does not have velcro or a pocket/slot for bills?

Yes. Use the search button to find the many wallet threads, ignore references to Saddleback and money clips, and what's left will be well-regarded nylon card cases. IIRC, Alt-Ett is a brand that comes up a lot.
