On our recent camping trip, I was dismayed to use unsoftened tap water to shave with, and it was horrible. It was awesome to come back home to our softened water and have lots of luxurious foam. How do people manage in areas of hard water without a water softener?

It can be done. I am so used to it that I have problems when I go to soft water. One of the general rules in hard water, you need more soap than usual. Load that brush thick with soap... much thicker than you usually use in soft water and don't be ashamed to have to hit the puck with each pass.
