Knot too large?

What is the minimum amount of space around the knot I should leave for swelling? I usually try to leave 2mm. But I have a handle with a 28.5 mm hole and I want to try to shove a 28 mm TGN into it. TGN says the plug size is 27 to 27.5 mm. Does that leave enough space? Thoughts?

Your numbers are confusing. 28 or 17?

In any case, I typically go by feel. If the knot slips into place easily without "squishing" it, I consider the hole size to be about right.
in your case, you may benefit from measuring the plug diameter and adding 2 mm to get a handle hole size. But I still go by feel.

Sorry, but I don't think there's a solid mathematical formula for such. There are variations in knots as well as the depth of the knot inot the handle that enter into how one fits a knot.

I find that if I can get it to the loft I want, it's OK, even if I have to push it in there a bit. I'd rather have it tight than loose.
