I have a similar kit, sans the razor and, at some point, replaced with a Fatboy.

I'm sorry but the razor looks odd. It looks like a New head with a Fat handle tech handle. I've never seen such a model made in USA , Only one model made by Brits but still it was not a military set.
( may be I'm wrong due to the my limited knowledge and limited experience here) I hope More knowledgeable guys will chime in later.
All in all I dont know whether JFK preferred something from across the Chanel (Some thing received from a sweet heart over there . or he might have ordered a frankan razor especially from Gillette. Who knows

I guess if your the president you get to have about as many as you want. You also get to mix and match whatever you want as well!. Surely theres not some guy with a laser or router on a rotary axis cranking these things out

Well, you never know.

Also, let's consider President Kennedy is far from the only person in the world with the initials JFK.

But mostly I think you are right about the president getting many of an item, and configured anyway he'd like. Also don't forget he gets gifts from---well everywhere. There might be 20 shaving sets that were monogrammed for him. Now, whether he used them--well there's the rub.
