is this a replacement head?

can anyone tell me if this Shaving brush is meant to look like this or is it a replacement head?
thanks in advance, as I know someone will know immediately !

it came in one of those metal canisters that you get in a vanity set, the other canister had a shaving stick in.

Obviously that is a brush and not just a knot to be inserted into a handle. For the latter the area tied up is way to large. It's a simple but effective handle construction, just the entire thing will get soaked in use.
Have you used it already ? A proper cleaning might be in order before you get this thing into your face though .
