Is It Likely That My GD 66 Is Not Honable?

I have ground down the shoulders on a cheap GD 66 and have used a Norton 220 and 1000, followed by various combinations of Norton 4000/8000 or BBW and coticule. I have yet to get the damn thing sharp enough to handle my barbed wire-like chin whiskers. I am beginning to think that the spine may be too thick to allow for a decent bevel. I am wondering whether spending substantial time on the 220 and 1000, with the shoulder leading (as in stropping) would allow me to evenly reduce the spine width. Thoughts, please.
 
It takes some work to get the first bevel set, I use a DMT 325 and really wail on it.

I have not heard of many that cant be honed though
 
I have found that I needed to remove a good amount of steel from the blade to get a proper bevel set on a 66. I would do what Doc said and start on a DMT 325 and go to town. I personally use a Chosera 600 which works well too....
 
Do you think you could take a photo of the edge and also one with the toe facing the camera?

Occasionally some of the spine on a gd may need to be removed, but its difficult for anyone to know without seeing it.
