How apply the green paste o.5 to strop

i have a strop, i want to apply the green powder , whats the best way. with water or without water doin a xxxx down the strop.

I would try it dry first by dabbing a very tiny amount onto a paper towel and applying it to a small area of the strop. If the results are satisfactory, repeat. If not, try mixing a small amount with mineral oil or water.
