Good Starting Razor?

I used to have the Merkur 38C I think it was, then I went to a Shavette, I still want to try another Safety Razor. Budget, cheaper the better. $20-30. Suggestions?

I'm prone to razor burn! Yes, I started using bump patrol for that.

Would Adjustables be better for me?

Seriously, Any Gillette Adjustable from the early 1960's on will let you dial in your preferred aggressiveness. Why early 1960's on ? Because Gillette lowered the head profile and it is like a Krona or early 1960's Gillette super speed plus 8 other razors. If you have big hands go for a Black Beauty with the longer handle...

I would do either a Super Speed (S.S.) or a Slim. Both are great razors and there are a lot to choose from.
 
SuperSpeed, cheapest flare tip you can find, is a very good shaver, well built, "cool" twist to open blade loading, newb friendly razor. For many folks it's all they ever need.

The 1940s style are (by rep) a tad more aggressive than the flare-tips.... I'd love to have either of those, but alas, no can advise. I haven't had a chance to use either. Both are probably more "desirable" (i.e., "collectable") than what I was steering toward. I suggested a flare tip because a) they're great, and b) they're less expensive than others. But I'd love to have eitiher a 40s style or a Rocket.
 
I just found a Gillette 1-9, would this be more advisable? My face is real sensitive, so adjustable not a bad idea?

I have very sensitive skin and use mild razors. I find gillette tech or 70s superspeed (black handle) works just fine. All of them are inexpensive and readily available.

I'm not sure what 1-9 is (?) (as opposed to, say, I-4. But I'm not expert -- especially in non-U.S. Gillettes). It's not that anything's more "advisable" in absolute terms, and I don't know all of the options you're considering as shavers. "Cheaper is better" is one place you started.... I think any of the date-coded flare-tips are good. (You could also get a Tech, which is milder and maybe even less expensive). Black handle (70s) SuperSpeed is fine, too. On the other hand, I think Slims and Fat Boys (Gillette adjustables) are excellent razors as well. You just have to be a bit careful about changing the blade gap because the adjustability is "there" -- the new toy will be overused! Probably a Slim at 2-3 is similar to the SuperSpeeds I'm reccomending. (If you get a good price, especially, go for it).

If your goal is a close shave, using a slant or an adjustable set to a relatively high number – and a light touch technique – will help prevent razor burn more than a tech or superspeed because you need fewer passes.

If you just want a decent shave, no BBS, so-called "mild" razors will get you there without burn. If you go for BBS with these things you just increase you chance of burn.
