My sister is a professional artist and I recently gifted her a fountain pen. We were discussing how to clean it out and in return she gave me one of these "Frisk Applicators" designed for the precise application of paints.
This thing is great for flushing cartridges and converters. It will get every last vestige of ink out of a Pilot Con 70 converter in about three seconds; just insert the tip as far as it will go into the cartridge or converter and blast away with some water. A syringe will do the same thing but I find this squeeze bottle easier to use.
A little pricey but highly recommended. Well made, so one should basically last you forever.
