Possibly one of the 1940s US war-time Gillette Techs - but something doesn't look quite right with it.
It looks like this with one slight difference: The base plate is not black.
There is no date code (as might be expected if it was 1940s) but there is a single 's' on the base plate. The "Made in USA" and Gillette stamp and a "Pat. Off".
I could post a photo, except it really does look like the one in the pic in the link. Is this one of the war gillettes or a frankenrazor or just one of those Gillette oddities?
