First restoration question

$IMAG0004.jpg I have a few brushes in the works and this one was pretty cruddy, so before I put my tools and things away for the evening I started cleaning one up a bit, just to see how nasty it really was and as I was buffing it, I noticed the bottom section was loose and as I fooled with it, it unscrewed. My question is, when I'm finishing it up should I epoxy it in place or just leave it unscrewable? Not that it's large enough to store anything usable, just thought it might be novel. Also does any restorers repaint any parts of brushes, i.e. the black section, this one is a bit scuffed in a couple spots.

I had a few like that. Personally I just filled the whole thing with epoxy to reenforce them.
 
I'd also fill it with epoxy. I would sand the scratches out with progressively finer grits of wet sanding paper, then polish to remove most imperfections in the upper portion. Enjoy that brush! I like that color combo.
