Ever-Ready razor-rust?

I recently bought a group of Gem razors and included was a dirty ever-ready razor. I cleaned it up and it looks pretty good except for a couple of nicks on the head that go through the plating. I'm not sure if it is brass or rust showing through. Were these razors made from brass or steel? And if it is rust, is this OK to shave with?

Brass...clean and polish it up and it'll shave for decades.
