DR Harris Arlington Pre-Shave Lotion's claim

I was browsing the pre-shaves on royalshave when I stumbled upon a pre-shave from DR Harris Arlington. What interested me most was this claim,

Harris' pre shave lotion, which boasts a light fragrance of citrus and fern, facilitates smoothness by coaxing stubble away from the face prior to the shave.

What do you gents think of it? I've heard of pre-shaves lubricating your skin and softening the whiskers on your beard but I've never heard of the claim of a pre-shave lifting your whiskers up. Is there actual sound science to this? At the very least has anyone encountered a product that claimed to do this and has it worked for them?
