Determining knot size

I have a brush I am going to re knot. Before I order the new one, I want to make sure I order the right size. It was a brush from the BST, so the seller said he was pretty sure it was 20 mm. I took a caliper to the top of the handle where the hairs come out and took a measurement of the bottom most part, and I'm getting 21.5 mm. Is it normal that where I measured might seem slightly bigger because the hair expands outwards the higher up it goes? I put a rubber band around the loft to keep everything as small and packed as possible hoping to get a more accurate measurement. Should I just be safe and get a 20mm? Will that work if its slightly too small? Thanks for the help.
 
If you look at a picture of a bare knot, you will notice that the knot gets wider as you move up the knot. How much it swells and how rapidly it swells varies depending on the knot and how dense the hairs are. 1 1/2 mm wider where the knot emerges from the handle could be perfectly normal.

The best thing to do is to remove the old knot and measure the hole before you order the new knot, and even then be aware that you may need to do some touch up fitting with a Dremmel sanding drum.

A 20mm knot will not fit in a 20mm hole. Like Jim said, remove the old knot, measure the hole and order a size smaller.
