Contract tech

Today I happened across a Contract Tech in an antique shop. Most of the black is gone, but the fluted handle threw me off. I have never heard of or seen this kind of tech before. Can anyone give me a little background on them? I'd really like to know what the black coating on them was. I like the design so much that I'm thinking about restoring it. Granted, I've never much cared for techs as shavers, but I think they're wonderful little tools.

Well before I saw this chart I thought that the fluted handle techs were the WWII issued razors....But now I see that the plastic handle was the one used in the war. What was the black metal fluted handle razor contracted for?

Hehe, that's where I found the picture. I wish it had more info, though. I'm very interested in this little razor.
