Clean an old pen?

I have an old Visconti and I have a cleaning problem. I evidently had it inked with black ink a long time ago and now the chrome section part of the barrel is stained black. I'm guessing it was a "bulletproof" ink. I've managed to clean the pen out and it writes well, but I still have the black stain where I hold it to write (although the nib is unstained). I tried to get a pic to illustrate the problem but couldn't get one that showed the problem. I've thought about some Maas and my Dremel felt polishing head or maybe some silver tarnish remover, but I don't want to hurt the chrome finish. Any ideas as to how to get it back to it's shiny chrome self?

That's a very good question. Scrubbing bubbles, maybe? What was the old home remedy solution someone told me about. (I don't think I'd recommend this without more research.) I think it was a solution of cream of tartar and water.
