Are you using the app?

From quick reply, press the arrow pointing up to open new options. You will see a paperclip icon, press that and you should be able to attach the photo direct from your phone.

If you can see that option, click reply/quote to my message and you should see it there.

Use Tapatalk for the iPhone. It has the ability to do pictures and attachments easily. That's how I do all mine.
