I'd probably just soak the blade. Especially if the scales were a natural material.

Something like that. Or straighten it out and have the scales sticking above the liquid level. As long as nothing is touching the edge.

If it was my own razor I wouldn't bother, except maybe once when I first bought it.

If it is just a bit gunky (and you are not sharing it with others) giving it a dunk and a wipe with methanol will clean it, and disinfect it pretty well. It will also evaporate quickly and cleanly so you won't get rust.
 
I always clean the scales with Q-tip and alcohol when I get a "new" razor. I give the blade, not the scales, a nice 20-30 minute soak in the Barbicide.

When I looked at my razor with teh magnifier, I found bits and pieces of -- er -- flesh and blood, where I nicked myself! I guess running hot water over it wasn't enough. I finally used a bit of tissue to remove the stuff.

At which point I was thinking of what might GROW there and do I need to KILL IT!!!

Unless these pieces of flesh are large, which i'd assume they aren't, you don't need to worry about anything "growing"...especially if you are the only one using the blade. I still like to soak my blades in barbicide once in a while and have submerged the scales, but I don't think that is something i'd recommend as some scales would not be able to take it.
