Looking @ the list of ingredients, olive oil is the 2nd on the list. Soaps with a high proportion of olive oil create a very weak, bubbly lather that disappears instantaneously. I learned this the hard way. So that makes me very suspect as to the quality of this soap.
This is a common issue with Union soap. Ordinarily, good results are not had until one dispenses completely with one's other, non-Union soaps. One must also be careful not to overwork the soap, and to allow a full 15 minutes by the clock between loading your brush and attempting to build lather.
Upon closer examination, you might have found that the bubbles were holding little picket signs as well.
