Handle matched the head, but was scraped up pretty bad and felt rough. Polished it out, but this removed most of the coloring off the handle. Feels much better now. No markings, stamps, dates, or codes I could find. Anyone know what this is?

Can't help you at all. Not often someone posts one I've never even seen something close to, but you just did. It's not Gillette, by way of unhelpfully ruling things out...

These slots in the plate are strange, but considering that there were so many companies that built DEs in their days, we might never know what company produced this one.
