The strop is getting dull? You mean the draw was heavier and now its lighter? If so, neatsfoot oil can increase the draw on a stop, just use sparingly. Apply the oil to your palm and rub the stop, repeat as needed.

You can try wiping it down with a barely damp cloth too.

+1 on the damp cloth, but make sure it's not dripping wet. Less is more in this case. I like to use some used shave lather on my strops. Since it's already used, it'll have some skin oil in it and it works really nicely. Just don't overdo it; I found that out the hard way and had to go over it with the damp cloth.
I don't find a strop much different than a baseball glove, or leather shoes, or about any other type of leather goods... a little, very little amount of oil spread over the leather, worked in, applied just often enough to keep the leather supple. And, oil of about any type works fine. Oil off your palms, oil containing lather, neatsfoot oil, mink oil.
I work a thick rich shaving lather into my leather strops with a glass bottle on a flat surface. It's something you wouldn't think you'd want to do but it improves the draw by ten fold. I do it about once a month when it starts o lose its draw.

Its probably silly now that I think about it, but I wipe my strop across my oily face and rub it in. Seems to do fine.
If I'd discovered straight shaving when I was a teenager, I could've started a strop restoration service and used my facial oil exclusively. My mother once told me that if my face were any oilier, J.R. was going to come by and put up oil derricks on my face. I didn't understand that reference until much, much later in life sadly.
