It's there. You just have to turn it on via your computer control pannel.
To do this, right click on your screen (PC) select "personalize" then scroll to where you see "website navigation" and check the box next to "OSS add to cart button".
If you are using a Mac then you have to buy the button from the App Store, but good news is there is a "button pack" for only a few bucks more that gives you all the "add to cart" buttons for every website.
I have no idea what is going on with iKon.
