It's a moustache thinning razor. It shaves half the hairs so you don't look like Super Mario!

Google tells me it is for cutting/thinning hair. Here is a 'similar' diagram of a modern day shavette version. Speculation of course.

Well, I suppose humor is a decent enough substitute for actual information.
Anyway, this razor is on eBay, but I made sure to remove any information that could help anyone find it. Had I done that, who knows to what spectacular heights the bidding might have gone.
Btw, not a word in the listing about the unusual state of the edge. It's as if the lister thinks a serrated edge is standard for straights.
