What razor is this?

Watching some random shave videos and came accros this video by geofatboy in which he demonstrates a few oddball razors at the end. Here is the video:

The razor swivels open. Pretty cool. Anyone know what razor this is and who manufactured it?

That is a Segal. It takes proprietary blades, but you can cut out a regular blade's center to fit it around the cap. It doesn't have to be cut precisely to work.
