What is this?

This thingamajig (I think that is the technical title) came in a lot of shaving gear that my mom purchased for me. I have no idea what it is or if it is even shaving related. It has my wife stumped as well. Does anybody here know?
 
Well, I'm stumped. Does that knurled knob do anything? Does the top open? What about that "arm" in the slot on the bottom? More pictures might help, but I doubt it.
 
It does open. The knob unscrews and the bottom tray/flap springs open. Would pictures of that help?

Sorry for the delay in getting back to the thread. Yes. I think pictures of it open might help. I have some friends in the antique biz. I'll check with them.
 
How about a blade sharpener? I seem to remember seeing something similar while trawling the internet...
 
I'm quite surprised to see this thread revived. I figured it was long dead. For the curious, here are some photos when I unscrew the knob.

I checked with a friend who is in the antique business. I just sent him pictures, but gave no idea where they came from or why I was asking. He answered immediately that it was a safety razor blade sharpener. He described it as having a crank handle that turns something that sounds like a strop and is supposed to sharpen blades. He did not think it worked very well.
