What is this?

I had this razor replated in nickel, one end of the center bar is black, it feels rough almost as if it's charred, also under the head it has some similar areas that are black....any ideas? The razor was prepped/plated professionally, only thing I can think of is that the brass was oxidized from the stripping solution perhaps.

It seems like a flawed plating job. Proper cleaning and prep should have removed dirt and oxides. The other possibility is that the plating bath was contaminated.
Have you contacted the plater with your concerns?
