I don't know, but I have one too.
It's not branded anywhere I can see. Mine looks pretty old, but it twists to open from half way down the handle, not the bottom of the handle or the collar under the head.
Mine came from Eastern Europe. So, I think it may be old Soviet or maybe Indian? I only say India because it reminds me of a Parker razor, but is much older than what they sell now.
Mine is in a box somewhere. It looked to me as though it would be a poor shave and on the mild side, but I never tried it.

Yeah, India was my first thought as well, but not so sure tbh with you. It shares some design cues from eastern europe and india all at once.
