Waterford Crystal brush?

I posted pics of this in my other thread but I also found this nice looking brush at an antique store. Anyone know anything about these?

There are waterford crystal collectors, so it's reasonably valuable. As a shave brush though? It's useless. The floppiest brush I've ever held, ever. It has less than half the hair typical of even cheap badger brushes.
