Your Merkur 33c is an open-comb. The Jagger D89bl is closed-combed and normally known as a gentle shaver. My guess is the open comb Merkur is more aggressive.

In my opinion Merkur 33C is a tad more aggressive than EJ DE89. I consider EJ DE89 a better razor. Perfect time to buy Edwin Jagger if you know where to shop.

This is my experience as well and you described it very well: a gentle razor. Yet, very effective.
