I would say the thickness of the product between the razor and your skin.
 
That's how I understand it, and frankly, I'm not sure it is a property I find that important, although I suppose it might be related to protection from irritation (which is important)
 
Sometimes the amount of cushion will aid against nics depending on your skin type. I'm not prone to nics and rarely get them but I still prefer lather that provides cushion above slickness. It feels like the razor isn't touching your skin and to me feels protective. I liken cushion and slickness to grease. If you poured water on concrete then rubbed your hand across it you will still feel the coarseness of the concrete . If you poured grease on the concrete your hand may not ever touch the concrete as you rubbed against it. it would have a "layer" between your hand and the ground. And it would glide (if it also had slickness in the case of lather).
