Vintage blade dispenser and used blade vault

Part of the estate lot I bought - says Craftsman on the bottom. Can someone tell me how this works and how it opens. Thanks!

i've not seen one one like that before.
if it's the blade vault then you're not meant to open it.
do you have a photo showing another angle?
