I have issues shaving my upper lip. I look like a French Bond villain if I try to grow a 'stache, so yeah no.

The hair there is unbelievably hard, and refuses to be cut. As close as I can get... is decent, but then when I'm finishing the shave my face spontaneously explodes into a mass of blood several minutes after the razor has left my lip.

My neck seems a bit rough but it's easy to shave; my upper lip just doesn't work, though. Augh. Maybe I should use the Schick Injector for that area.
 
once i tried an injector, i've never gone back.
injector razors and the fine folks here on the forum made shaving fun for me.

My guess is angle.

Also, tuck your upper lip under your teeth and pull up on your nose at the same time to keep the skin tight.

Check the direction of your hair growth too. You might be inadvertantly shaving against the grain on the first pass, which is a no-go. Some hair grows down, some to the left and right, some diagonally. Mine tends to grow down.
