Just ask nicely, most manufacturers will send you samples for the cost of shipping.
The people at Tom Ford have been very generous and have sent me 4ml samples with up to 3 fragrances in a package. One time they did not even reply to my email and 4 days later I got their package.
You can also get a number of nice samples in good department store, like Bloomingdales, Nordstrom or Neiman Marcus. The latter one here has a special Creed counter and the ladies there are very giving with samples. Samples are quite big and have at least five applications.
I sent 2 emails over the past 2 months to Tom Ford and never received a reply or a package. What email address did you use if you don't mind me asking?

I told them that I own Italian Cypress, TV, and Amber Absolute. Also that I had no idea if the Cologne I was interested in was in stock at my local Saks and I would love a sample before I went out and bough it. Don't know why you didn't get a reply, I was actually not expecting them to send me anything the first time, but they have twice now, and it has been a big reason why I buy TF products.
Sounds similar to my email as well and I did use the same email address as you [email protected].
I explained that I owned and loved the Tom Ford for men line and the only other Tom Ford scent I had seen locally was Grey Vetiver. I asked them if I could purchase samples (or pay for shipping) of Azure Lime and Noir de Noir. After a month of no reply I sent them a follow up asking if there was a better email address I should be using. It's been a month and again I have received no reply at all.

Hmm, did you subscribe to their e-newsletter?
The first time I got an answer I was politely told to just send in my address
Here is what they wrote:
"Thank you for your email. Could you let me know where you are located?
It would be possible for us to ship you samples if you are located in
North America."
