When I first got back to wet shaving last year I tried a few pre-shave oils but I found that they clogged my razor. Now, depending on the shaving cream/soap I'm going to use I may use Proraso's pre-shave cream.
From what I gather, some folks use them but it is a minority. In terms of how much, depending on the brand, it's typically recommended to only use a few drops.
