Never seen one before, but it looks nice, kind of like a Star with a NEW head. Is it a 3-piece Like a Star or a Tech?

I am not sure myself but I'll guess that it unscrews at the top into 3 pieces. Actually the handle looks like its solid?
I have one, but not in as good condition as the one in the photo appears to be. It is indeed a three piece with a hollow handle. Although it was designed to take proprietary blades, you can get modern DE blades to work. You must enlarge the center hole using scissors or small snips. The posts in the top cap are just a little further apart than most other DEs, but a modern DE blade will fit tightly. I haven't shaved with mine because the threads on the top cap are damaged and the handle won't tighten. It is nearly identical to an open comb Cooper I have.
