Simmons straight

I found this razor at an antique store I didn't buy it and I'm wondering if I should have. It was a Simmons,Sheffield England,said full hollow ground and something else on the blade. Had a barbers notch. The blade was in really good shape very little rust. But the scales were shot. They wanted 23 bucks. Should I have bought it?

I have a Simmons Hardware razor that I like a lot. I woulda bought the one you saw.
