These are things which I think will help for these parts of shaving, but I would like other people's opinions on them.
ATG:
If you can't shave ATG - because you feel tugging, I think the angle is one problem, make sure it's not digging below your skin, you will cut yourself (like I have many times now).
I think the key is very light pressure, it's not like shaving WTG down your cheek or even ATG on your cheek, because they are tougher areas. Try a super light pressure and also very tiny strokes.
Lather:
Make sure to press into the lower bristles, i.e. apply more pressure because a lot of the soap just gets trapped there and if you aren't pressing it deeply you won't get good lather.
Also I found generating it on my hand is giving a richer lather because I can use more speed and pressure since it's not on my face.
