Rotbart Razor Broken?

I recently purchased a Rotbart razor and when I went to clean it I realized that the handle spins freely! The basic design is like any other two-piece razor, with the turn knob at the bottom and the head has a shaft with threads on it. My question is, should the handle spin like that. If it is the same design as my Merkur 38 M, then I don't think the handle should spin. Thanks
