Did the same thing to the top of the ferrule on this one:

The top was badly cracked and gouged and misshapen. I used 200 grit wet dry, went to 400 and finished with three grits of compound on cotton wheels. Took quit a bit off the top, and opened the hole a little to to take the brush. I love the way it looks.

I regularly use 200 on badly scratched brushes, I don't like to spend a lot of time sanding. 200/400/600/1000 and a polish should work find if you don't have a wheel. I have two wheels, cheap take out motors from a copy machine I bought at a used electronic store for $10. Bought two arbor adaptors to be able to bolt cotton wheels on them and a few sticks of compound in different grits and wheels to match. These make short work of the finish and do a lovely job on metal parts and razors.

Steel wool is slow, annoying and leaves little rusty bits of metal behind.
