There is a guy online who takes an old car that’s been sitting for years, gets it running then drives it home from wherever he bought it, sometimes states away.
He says, “Time for an Craig’s list restoration of this part”, and sprays it with a can of spray paint, then proudly proclaims, “See, good as new!”
Sometimes it means that the temper of the edge has been reconditioned from hard to soft by overly aggressive use of power tools. Sometimes it means that it has been well-restored.
You would be placing a lot of trust in the seller. A few sellers deserve that. Many do not, especially on eBay.
Whenever someone says something, anything, anywhere - that is not understood, always best to ask the person who said it what they are referring to.
Asking other people what it MIGHT mean, is inviting confusion to enter the equation. People love to suppose, or guess. There really is no point to that, just go to the source.
