My friend is looking to get a fountain pen in the $80-100 range, and prefers fine nibs. He would prefer the pen look conservative and elegant. I've given him a few suggestions, but I would love to get some recommendations from you guys.

Sounds like a Lamy 2000 or Pelikan M200 is in order.
I have four Pelikan M200 series pens and I absolutely love them. They write like a dream and hold a ton of ink.

Those would be two of my top choices, with a preference for the Lamy. That said, last I was aware, 2000s were well over 100 bucks.
I would also suggest bexley
The L2000 might be, I think I paid $130 from amazon prime for mine and often find them on ebay for $100 delivered.
